
Wayne Barnett Quick

Wayne Quick has over 30 years of law
enforcement, public safety and commercial security experience. He served 22
years with the Metropolitan Police Department in Washington, D.C. He was
promoted to the rank of Lieutenant and served as the Commander of the
highly regarded Fourth Police District Drug Enforcement Unit from
1990
until his retirement in 1993.
After retiring from the Department, Wayne
served
as Security Manager for Landover Mall, the
largest retail shopping center per square footage
in Prince George’s County, Maryland. There he
introduced the principles of Community-Oriented
Policing to private sector security. He was promoted
to Director of Public Relations, Safety and Security
in 1996 and Mall Manager in 1998.
In 1998 under a federal
government contract with Strategies…that
work,
Wayne served as the first Security Manager for the Ronald Reagan Building
and International Trade Center (RRB/ITC). The RRB/ITC is the second largest
federal office building in the world, second only to the Pentagon. This dynamic
facility is occupied by four federal agencies, an International Trade Center and
the Woodrow Wilson International Center for Scholars. Wayne reported directly to
the Regional Director of the Federal Protective Service, National Capital
Region. Wayne developed the security policies and procedures for the facility
and coordinated site operations for the District of Columbia Mayoral Inaugural
in January 1999, the 50th Anniversary NATO Summit in May 1999,
and the Millennium Celebration on January 1, 2000.
Wayne has a vast training background. He is a
certified executive – level and management trainer with the National
Organization of Black Law Enforcement Executives and the Police Consortium,
which includes: The International Association of Chiefs of Police (IACP),
The Police Executive Research Forum (PERF), The Police Foundation
(PF), and The National Sheriff’s Association (NSA). Wayne has developed
training curriculum and conducted training for police departments and private
sector entities around the country. He is a Peer Group Consultant with the
Department of Justice and has been a panel member and featured speaker for
numerous public safety and justice forums in the public and private sectors.
Wayne has a Bachelor of Arts Degree in Criminal Justice and an Associates Degree
in Public Administration from the University of the District of Columbia.
